Qt SVG renderer

Plasma::Svg might be an easier starting point since it already exists and 
there is a good amount of code written to it.

KSvgRenderer as it currently is in kdelibs is a QSvgRenderer subclass, 
Plasma::Svg is a wrapper that provides an rendering centeric API and hides the 
actual SVG renderer completely.
