KSystemTrayIcon on system without X11

Your implementation is wrong. I'm currently trying to figure out how to 
make KSystemTrayIcon::activateOrHide() behave correct on windows.
KSystemTrayIcon::minimizeRestore() already works and I can check it in 
if you want.
