i'm not exactly sure what you mean here (i can think of a few things :).. so 
in order to disambiguate a bit, do you mean:

* a different browser for when the user is in a KDE session or outside of it?

* a different browser for when they are on win/mac/$PLATFORM vs a "KDE native 
platform"?

* simply the ability to specify an alternative to konqueror?
