request for moving kdebase/workspace/menu to kdebase/runtime

Now it is left to decide if khelpcenter should work for all supported 
languages without a dependency to kdebase-workspace or not. In the 
latter the kdebase-workspace menu folder has to be moved to 
kdebase-runtime.
