[PATCH] Makes mouse wheel scrolls QTabBar/KTabBar

  Attached are two patches to make QTabBar and KTabBar scroll when the
wheel is scrolled over them.

  robertknight pointed out one problem with the KTabBar patch. This
scrolling might intefere with slots listening to the wheelDelta(
event->delta() ) signal.

  I don't really know if this counts towards fixes or features, or
whether it causes BIC.
