"partial 1.2 support -- 1.3 support a pipe-dream" sounds a bit too
dramatic, because to my "non-native English" ears it implies that KDE
can't print with a CUPS 1.3 system.
1.2 added new features over 1.1, and 1.3 added even more features. How-
ever, KDEPrint does not even support features from CUPS 1.1 which were
added in the later stages of the CUPS 1.1.x development cycle. It is
all these *extensions* that KDE does not (or only partially) support.
