understanding is that things are frozen as far as BIC, SIC, and semantic 
changes... IOW, only absolute release-blockers are allowed to make 
changes that affect how applications use "the sdk". However I think 
things that are not interfaces (e.g. I asked about styles and katepart) 
are still under the same rules as applications. I assume kcm's fall into 
this category as well.

That said, I wonder a little why there is a kcm not in workspace?
