Good question.
I'll bring it up on the Release Time ML.

What if we simply put string freezes on the same date as the Total Freeze?
i.e. kdesupport, kdelibs, kdepimlibs, kdebase/runtime string freeze on 3 Oct
everything else string freeze on 19 Oct?
