Shall I test KDE4 already ?

IMHO: If you find a bug thats a real bummer (for example crash while 
starting the app, totally screwed ui which makes the app inaccesible) I 
think trying to ping the author(s) on IRC would be good to check wether 
they know about it/its a system problem/...

Everything else can go into bugs.kde.org (once its actually fixed). 
Please make sure you only report bugs against modules/applications 
which were released as part of the last beta. Some modules (like 
kdevelop) are not usable yet and will not release with KDE 4.0.
