Language Changes part 2

Hi all,

  I have been playing about with changing the language of an app at
runtime, and got it working pretty well for ksysguard.  A mandatory

  I've attempted to document what is needed to do something similar here:

  For a small app like ksysguard, it's only half a days work, so it's
not a huge task, but there are still too many steps that are needed
when a lot of it should just work.
