It's a long way from the criteria of unmaintained, AFAIK that's really for old 
stuff that has no real hope of being worked on, often due to be superceeded.  
Certainly from looking at several of the apps that exist in trunk/KDE that 
survived the cull, there's stuff that is far older and less useful.  
Remember, we have no replacement for the kcm stuff so it is still useful 
(once fixed).

I think there's enough people around with an interest in working on it that it 
deserves to stay in playground at worst.  I have the time, but have to decide 
if I have sufficient interest to carry on with working on it.
