NEWSFLASH: Total Freeze Delayed

Howdy,

Today was scheduled to be the "Total Freeze" day for KDE4.0.0 changes
but we decided to move this to next week, 24 October.

Total Freeze basically means: 
 nothing new except bug fixes that make things work.
 no new strings without translator approval

Our near term goal is geared to making a Release Candidate.

BTW: I'm sending this with KMail4.  Hopefully it arrived in good shape.
