Special characters and KLauncher

Hi,

On spanish language we have special characters 
like 'ñ', 'á', 'é', 'í', 'ó', 'ú', and on other languages being talked in 
spain there are other special characters.

The reason of this mail is because a very nasty bug was stopping from us to do 
some kind of things. This is not new, and I've been experiencing it from very 
long ago.

For example, from Dolphin if I clicked on a file:

/home/ereslibre/documentación/document.pdf

it would start oKular and said that it wouldn't 
find /home/ereslibre/documentaci%20n/document.pdf

After some tracking I've found the problem, and fixed it.

Being able of opening those kind of files (in paths with special characters) 
should be independient from the enconding.

Should I commit this ?
