Beta3 Delayed (Again)

Howdy,

We, the Release Team, have decided to delay the beta3 tagging
until next Monday 8 October.  There are a few critical issues
that we still need to complete before this beta.

We will have a "BIC Day" on Friday 5 October (in 2 days)
for the changes shown below to kdelibs.

In kdelibs we will only allow:
 1) the new KConfig
 2) KIO::JobFlags changes
 3) kdeprint lib, kprint dialogs changes
 4) KSSL changes (if there are any)
 5) bugfixes
 6) dox

In kdebase we hope to have the following completed before tagging:
 1) panel
 2) kickoff
 3) background/wallpaper
