Beta3 tagging not possible.

Hi,

Last week the stated reason for delaying the tagging was to get panel
and menu improvements.  I don't know what the current state of the
panel is, but the menu (or at least the Kickoff menu) is still in
playground and is not on the panel by default yet.  The 'start button'
applet is working
(playground/base/kickoff-rewrite-kde4/src/plasma-applet), it just
needs to be added to the list of default applets.

I haven't frequent internet access this week so I might be a little
behind on current developments.

On another note, I think it would be a good idea to do a little pig
painting and replace the wallpaper soon with one of the ones from the
competition.  Not necessarily the final winner, but just something to
make the desktop look different from the last release.
