 Maybe CC-ing kde-artists@ will help with getting some info, or at least links 
to where this has been discussed? This bug/feature seems to based on some 
flawed assumptions (kwin composite working everywhere and making it obvious 
which window is active) and I really don't feel like not being told anything 
and just releasing KWin which lets the users guess which window is the active 
one.
