[RFC] Does KConfig really need DontMergeOnSync?

Attached is a patch that removes optional merging from KConfig and
always merges. AFAICT nobody uses this functionality. lxr couldn't
find any users of DontMergeOnSync, I know it's new, but looking at the
3.5 branch I couldn't find anyone calling sync(false), but I may have
missed something. So, do we really need this flag? If not, ok to
commit?
