Speaking as a katapult, launchy (win32) whore^W I mean user, if you just
use it for running a gui program from the keyboard then there is no real
need for standard window decorations and functionality. But when people
expand the run dialog to perform other tasks like running complete
command lines with arguments etc or as a calculator, then you will come
up against the use cases which require standard window decorations and
functionality. (e.g. someone composing a long command line with bits cut
and paste from another window etc)
