By changing a cmake variable in CMakeCache.txt in your build tree:
KDE4_BUILD_TESTS:BOOL=ON

I also put BUILD_TESTING:BOOL=ON, but I'm not sure that's strictly 
necessary.  It certainly doesn't work on its own.
