I am replying here and not in panel-devel at kde.org since others need to hear. 
This is not only the layout but keyboard shortcuts (right arrow means 
previous applet for example), and many other details.

I started this because KDE4 looks like some magical goal, and many people just 
don't see this happening. I know that KDE 4.0 will stink ass (sorry, we all 
know it will). I think that it will for the benefit of all this project to 
delay the BiDI/RTL code to KDE 4.1, so the other core functionalitu will be 
available for KDE 4.0.

Maybe for KDE 4.0.1 thing will be better, but I assume that KDE 4.0.0. is not 
the target.
