yep... i do want RTL to work eventually, but 4.0 is too ambitious. who knows, 
it -might- work well in RTL if we keep it in mind while writing code. but i 
know how tricky it can be to get RTL Right for something like the panels. and 
there's another wrinkle:

we're using a simplified, home-brewed layout system in plasma (currently it 
exists as a patch set on panel-devel at kde.org) since right now QGV doesn't 
provide one. trolltech is actively working on this, and we should even see 
some early results on labs.trolltech.com in a few weeks, but it won't be 
ready in time for usage in kde 4.0. which is understandable, layouting is 
non-trivial to get right (RTL is a good example of that =) and the trolls are 
trying to produce an improved layout API at the same time. 

so ... i'm not sure if the plasma layout classes that ship with 4.0 will have 
RTL capabilities; right now it doesn't. i think there is a good chance that 
when 4.0 is released, it still won't.

this is an obvious regression, and not one i'm happy about .. but sometimes 
taking a leap forward means first taking a step back. =(
