blend function urgently needed in kdelibs

From what I've seen from my wanderings around kdelibs, I'd say kdefx, 
home of things like KDrawUtil, KStyle and KPixmapEffect.

kdeui would be the other obvious place, but that seems to be more UI 
widgets.

However, if someone more experienced has an opinion about it, I'd defer 
to them...
