stropts.h in kdelibs

Hi folks,

stropts.h seems to be non-standard. At least it is not upported under OS X,
see http://developer.apple.com/technotes/tn2002/tc2071.html. I was not able
to nail down if it is part of any standard we base on.

Is there a way to get rid of the usage of stropts.h? I am happy to help with
testing.

Take care,
--Mirko.
