[Patch] KTitleWidget

Hi

I would like to add a new widget to kdelibs: KTitleWidget. It's just a very 
lightweight widget. At the moment you can see it in the about and config 
dialogs (the white title with a round border). This widget just reduces code 
duplication inside kdelibs and could also be used outside kdelibs in order to 
have a consistent look that can easily be changed.

This patch does not brake any existing code!

Please review the attached patch.
