enabling workspace/kcontrol on windows

hm. we should be defaulting to the 'native' windows style on windows, and mac 
on mac. this is something the kde/win and kde/mac platform teams should patch 
the code base to do. a user shouldn't be required to go into a kde control 
panel to get this 'right'
