KDE4 default shortcut theme

We have had some discussion about this on kde-core-devel previously and the 
shortcuts that come from a specific system should be added when the user 
states he wants to use the compatibility pack from that system. Typically in 
the kpersonalizer, but very much also when running kde on that system.

So we'd have to know which system the suggestions come from and add it in the 
appropriate place, and not for all users.
Can you specify that?
