You can fine-tune APIs ad aeternam if you don't break binary, source and 
behaviour compatibility. You can also fine-tune APIs breaking binary 
compatibility until the API freeze.

You can also add classes if necessary past the April 1st milestone. What 
you can't do is add a whole new subsystem that isn't tested yet and 
potentially breaks a lot of KDE applications (like I have to do).
