But that would still be an immense improvement over the current situation, 
where Kate opens a latin1 file as utf8, converts all latin1 characters to 
failure symbols, and then saves the changes without any warning to the user 
whatsoever.

With automatic detection, data loss might perhaps be caused by wrong 
heuristics. But in the current situation, Kate knows that the file is not 
utf8, and it knows that there will be data loss, but does not warn the user 
at all.
