make khtml/misc/decoder.* public

i wanna try to make it public, say kdecore::KDecoder.
Then, it could be used in katepart and other places for proper encoding detection.

i'm tired of kate using selected encoding even if there is utf-8 BOM mark in the file.
and quanta [at least] could choose proper encoding by looking for <meta> tag.
kompare can take advantage of heuristic enc.detection too

can i have the green light?
