Yes, that would be an unfortunate situation for KOffice.
This would require kexi to be disabled from building if the user failed to 
install the lib, but the rest of KOffice should build as normal.

I don't think its a good idea at this time as its a lot more trouble for 
everyone without the gains you seem to think it brings.  At least, not 
until the library has seen a significant increase in (API) quality.  Like 
I stated in my other mails.
You saying that EBN is just pointing out cosmetics bugs doesn't help...
