This issue is of relevance for edu apps where teachers wish to install 
system-wide at times. But the last discussion we had about this topic didn't 
yield any concrete wishlist items for me. Maybe it's time to rehash some of 
that.

Something like what's in #679989?
It doesn't offer a GUI option yet but this could be added rather trivially 
with a yes/no dialogue, and less trivially with a checkbox somewhere.
In the implementation we could also hijack $KDEROOTHOME but this may have side 
effects.
