KGlobalSettings::minimumFont()?

Or KGlobalSettings::smallestFont()?

Both give the impression of being the smallest. The first seems a bit 
odd, since a font is more than just a size, but the second sounds like 
you're asking for the smallest font currently in use, rather than the 
smallest recommended font.
