KParts::URLArgs split up

Sorry.
I just didn't have the time (or brainpower) to get konqueror to build
with the split.  Maybe I was just too afraid to make the necessary
changes to such an important app.

In any event, the clean kdelibs patch is available to anyone who
wants to give it a shot.
