KDE 4.0 Release Schedule Update

Howdy,

Apparently rumors are flying around about a change in plans...

It is true that I made a proposal to delay things by 1 month.
But no final decision has been reached at this time.

I would have announced a change if we had made any decisions.

The API freeze is still 24 July.
A tagging should occur in a couple days.. it may be called "Beta1"
or it may be called "Alpha3".  Not sure yet.
