So what is the proper policy on this (i.e. who moves where)

'nother question is whether a style really belongs to kdelibs?
(i assume, nothings gonna link against it - what leads me to a question about 
the gpl/lgpl stuff (don't want a flamewar or force gpl or stuff - just 
curious, but (style) plugins are dlopened(), sure that the gpl "may not link" 
statement includes this? ))  ;P

last thing is when who discusses what before removing it into kde(libs/art, 
whereever)?
