KTimeZone API change

It is necessary in the iCalendar time zone classes to allow time zone
definitions to be updated when calendars are reloaded. This requires an
additional protected function in KTimeZone, and a change to the signature
of another. A patch is attached. I will commit next Monday if there are no
objections.
