kdelibs - license policy violation ?

Hi !

It seems like there is a license policy issue with the oxygen theme. It is not 
an executable, it is in kdelibs but it still has an GPL license, not an LGPL. 
I thought all plugins or DSO have to be LGPL, BSD, artistic/(MIT) or 
something like that.

To my knowledge the current license doesn't allow the (explicit) usage of the 
style in non GPL compatible application
