Check the changelog for 3.5.6

Hi, i think the Changelog is very important for each KDE release, so i went 
ahead and filled it.

The work in progress changelog for 3.5.6 is here

I filled almost all the content myself so if you are a mantainer of an 
application in KDE released modules you should check all the things i added 
to the changelog are correct and also check no important commit is missing 
from the changelog.

If you want to edit the changelog file it is at
trunk/www/sites/www/announcements/changelogs/changelog_branch_3_5.xml
be sure to edit the <release version="3.5.6"> tag and read the DOCS file to 
see how to generate the php file from the xml file.
