bug in KDoubleNumInput

KDbouleNumInput::setRange sets the singe step of the slider if there was 
already a slider, and creates a slider and sets the page step of the slider 
to the single step value if there was no slider yet. I doubt that was 
intended: attached patchlet fixes that.
