Clarence already said it, so I'll just say: see Clarence's email ;)

that said, the *best* scenario is that you get a kde svn account[1] so that 
you may commit and maintain this plugin yourself. (we will of course provide 
help and answers to questions as needed) i find that is usually a better 
approach than trying to manage your own code via a third party ;)

as for _where_ it should go, this feels like something that is very useful to 
have available but not something that the user would expect from a  "core 
desktop" environment. i'd like to suggest, then, that we put this in 
extragear/graphics/ for now, along with the other 3D tools we ship. 
extragear-graphics will be packaged along with kdegraphics at releases so it 
will get release management attention.

assuming i've got the target audience right (those interested in 3D graphics), 
what do you think about this approach?
