Prepare for a Feature Freeze

Howdy,

We, the Release Team, would like to try for an Application Feature Freeze
immediately after the second Beta is tagged, 26 Aug (approx).

So please start preparing for a feature freeze to happen.

We should concentrate on bug-fixing and fine-tuning our apps
after the freeze, and preparing for a release.

Plasma: you are exempt.

Other exemptions may apply. Contact your module maintainer/release dude.
