phonon-xine for kdebase/runtime

Hi,

phonon-xine is the best Phonon backend we'll have for Linux on KDE 4.0. So I 
suggest to move that backend to kdebase/runtime. Otherwise we (I) will get a 
lot of bug reports of sound/video not working if somebody didn't know he 
needed to install kdemultimedia...

Ok if I move phonon-xine next monday?
