Location of time zones KDED module?

The time zones KDED module which I'm implementing is nearly ready to test, but 
I'm not sure where the sources should be located. The module uses among other 
things KDirWatch from kdelibs/kio, and of course KDEDModule from 
kdelibs/util. Should it be in kdelibs or kdebase? And which directory within 
that?
