Agreed.

Yeah, but that never stopped, and affected the forground that you needed to 
read; not the background or decorations.

Agreed, and I'm not usability expert, so I'll deffer to them on what's good 
and bad, but I find some blinking to be quite useful.  For example, 
blinking a window or taskbar element that requested focus but hasn't 
received it.
