It's already standardised in FHS and, therefore, the LSB. In non-Linux 
systems, /tmp is the de-facto standard. I don't know where MacOS X would 
store them, though.

It's more like Qt's job to know those platform differences -- which it 
does. Only if the application/library knows better should it change the 
default. That's KDE's case.
