Adding ThreadWeaver libraries to kdelibs

Yap, I'd love to see it in kdelibs so I can depend on it to be present and
start using it in the koffice library. KWord and Krita have been waiting
for a good threading lib :)
The project threadweaver/Actions I added some weeks ago (which is not
proposed to be moved to kdelibs) I'll probably import into koffice-libs
for usage there. No need to move that to kdesdk.
