Scribus 1.3.3.x can import PDFs. Create a picture frame and select the PDF of 
your choice.
About taking one page out of a larger PDF-file (or concat many PDFs to one 
PDF): The only app I know is pdftk which works great but is clearly not made 
for Joe Users. All GUIs I know suck. But the CLI-interface is quite easy to 
understand.
