kde4-Icon theme-system different of linux

Hi,
We have icons theme into kdeartwork/IconThemes and 
kdeaccessibility/IconThemes/ but we can't configure it when we are not under 
Linux.
kcontrol/icons is compiled only under linux

So I don't know if we must compile kcontrol and several kcontrol module under 
MacOs/Windows or disable install theses icons theme

(for example infocenter can be compile to display all ioslaveinfo for example)

We can't configure locale too if we didn't compile it
etc.
(same pb for style)
