Application-level shortcut context means the shortcut is activated whichever 
widget/window has focus? Then indeed it should work in all cases.

But for window context one still needs to know which window an action is 
associated with, so I don't see how it can work for an action which has no
widget associated with it.

OTOH you're right that the check is partially buggy: edit_undo and edit_redo
are definitely plugged into the GUI, even though they come from the document.
