XML Schemas on our web server

We have at least one XML Schema on our web server at a location which is meant 
to be referenced from XML files 
(http://www.kde.org/standards/kcfg/1.0/kcfg.xsd).

How do files get there? I would like to add the schema for our feature plan 
there.

There also seems to be a problem with the kcfg schema. The file has changed, 
but the version number hasn't increased.
